Hemp Cigarettes: Are CBD Cigarettes a Real Smoking Alternative?

Two friends on a sunny townhouse deck, one smoking a hemp cigarette and the other holding a coffee

Hemp cigarettes look like the real thing, with white paper, a filter and a pack that fits in a shirt pocket. Inside, though, there is no tobacco, only dried hemp flower that is rich in CBD and low in THC.

That swap raises fair questions. Can CBD cigarettes help a smoker cut down, how does their smoke compare with tobacco smoke, can one trip a drug test, and what happens to them when the federal rules for hemp change in December?

Key takeaways

  • Packed with dried hemp flower instead of tobacco, hemp cigarettes carry CBD, very little THC and no nicotine.
  • In a 2013 pilot study, smokers using a CBD inhaler cut their cigarettes by about 40% in one week.
  • Burning hemp still makes smoke, and marijuana smoke holds many of the same toxins as tobacco smoke.
  • Two of six people tested positive on urine drug tests after vaping cannabis with just 0.39% THC.
  • From December 11, 2026, finished hemp products may hold only 0.4 mg of total THC per container.

Inside a hemp cigarette

Hemp cigarettes, also sold as CBD cigarettes, are filled with the dried flowers of hemp, the type of cannabis that federal law has defined since 2018 by a delta-9 THC level of no more than 0.3% by dry weight. The flower is ground, rolled in paper and usually fitted with a filter, so the result looks and lights like an ordinary cigarette. In our experience, a pack holds 10 to 20 of them, and better brands print a batch number that leads to a lab certificate. CBD content varies widely from brand to brand, so the per-cigarette figure on that certificate tells you more than the word premium on the box.

The main compound is CBD, and on its own CBD does not get you high the way THC does. A hemp cigarette has no tobacco and no nicotine, which is the whole point for many buyers. It is still a cannabis product, though, and the small amount of THC in hemp flower adds up over a pack, which matters for drug tests.

Hemp cigarettes vs. tobacco

The biggest difference in hemp cigarettes vs. tobacco is nicotine. Tobacco leaf carries it, and nicotine is what makes cigarettes so hard to give up, while hemp has none.

Smoke is another matter. Toxins and carcinogens are released whenever wood, tobacco or marijuana burns, the American Lung Association notes, and smoke from marijuana combustion contains many of the same toxins, irritants, and carcinogens as tobacco smoke. Hemp is the same plant species as marijuana, so a hemp cigarette is no clean-air product. The association also says that no one should be exposed to secondhand marijuana smoke, and in our experience that is worth remembering around kids and pets, whatever the label on the pack says. Can CBD help smokers cut down?

In a 2013 pilot study, 24 smokers who wanted to quit were randomly given an inhaler of CBD or a placebo for one week and told to use it whenever they felt the urge to smoke. Smokers on placebo kept smoking as before, while those on CBD significantly reduced the number of cigarettes smoked by about 40% during that week, the researchers reported in the journal Addictive Behaviors. Part of the effect held at a later follow-up, though the authors called their data preliminary.

That study used a CBD inhaler, not a hemp cigarette, and it was small and short. A hemp cigarette also keeps the habit of lighting up alive and offers no nicotine, so the craving for it stays. In our experience, smokers who use hemp cigarettes to cut down do best with a few rules:

  • Replace only some tobacco cigarettes, and set a daily limit for both kinds.
  • Keep the two packs apart, so one never becomes an extra on top of the other.
  • Notice whether you light up more often overall, since hemp burns fast.
  • Talk to a doctor about nicotine patches or gum for a full quit, because they treat the craving itself.

The unexamined day is a wasted opportunity. Reflect on what you did, what you learned, and how you can improve.

Drug tests and trace THC

Hemp flower is low in THC, not free of it. In a Johns Hopkins study published in 2019 in the Journal of Analytical Toxicology, two out of six study participants tested positive on standard urine tests after vaping cannabis with 10.5% CBD and 0.39% THC, a ratio similar to what legal hemp products often contain. Nobody tested positive after taking pure CBD as a capsule or a vape. The positives followed the pattern many workplace programs use, a screening test at 50 nanograms per milliliter of a THC breakdown product, then a more sensitive confirmation test at 15 nanograms.

Smoking a hemp cigarette is not the same as that vape session, and results vary from person to person. Still, in our experience, anyone who faces drug tests for work should skip CBD cigarettes altogether, because a pack label rarely says how much THC all the cigarettes add up to.

A weed cigarette is a different product

A weed cigarette, in plain terms a joint, is rolled from cannabis that carries real THC, often 15% to 30% of the flower, and it is sold only through licensed dispensaries in legal states. Some smokers move from tobacco to joints for the taste of a natural plant, and in our experience they often miss the dark, earthy bite of tobacco. Two of our Kush strains bring it back. Hindu Kush, a landrace from the Hindu Kush mountains at 26% THC, tastes earthy and citrusy with a note of sweet sandalwood, and Bubba Kush, an Afghan Kush and OG Kush cross at 29% THC, layers coffee and chocolate notes over a sweet hashish base.

So are hemp cigarettes legal? For now, mostly yes under federal law, but that answer is about to change, and some states already set tighter rules.

Federal law

Since the 2018 Farm Bill, hemp has been legal as long as its delta-9 THC stays at or under 0.3% by dry weight. A November 2025 law rewrote that definition to count total THC, and a September 2026 funding bill delayed the effective date for most of the amendments until December 11, 2026, the Congressional Research Service reported in October. From that date, finished hemp products may hold no more than 0.4 milligrams of total THC per container.

That cap is tiny next to a cigarette. One hemp cigarette with half a gram of flower at the old 0.3% line holds about 1.5 milligrams of THC, nearly four times the limit for a whole container, so most packs sold today would fail the new test.

State rules

States can go further. Texas has a law that prohibits the processing and manufacturing of smokable hemp products, and in 2022 the Texas Supreme Court ruled that hemp companies had no right under the state constitution to make them. The same ruling left in place a lower-court order that stops Texas from enforcing its ban on retail sales, because the state no longer defended that part.

In our experience, a lit hemp cigarette smells like a joint to anyone nearby, police included, so it is wise to treat it like a tobacco cigarette wherever smoking is banned. Before buying a pack, check for:

  • A batch number that leads to a lab certificate
  • Total THC on that certificate, beside the delta-9 figure
  • A clear CBD amount per cigarette or per pack
  • An ingredient list with only hemp flower, paper and a filter

The trade-off in one pack

Hemp cigarettes swap tobacco for hemp flower, so they bring CBD instead of nicotine, but they still burn, and their smoke carries many of the same toxins as tobacco smoke. A small CBD inhaler study hints at fewer cigarettes, trace THC can still show up on a drug test, and from December 11, 2026, most packs will no longer meet the federal hemp limit. For a smoker who wants to quit for good, a doctor and nicotine replacement remain the surer route.
