The iControl and its connected devices remember their settings. When power comes back, everything resumes where it was, with little or no delay.
First, check that the time zone in the app is correct. Then avoid adjusting devices by hand once they are connected, because a manual change overrides the app. If it still does not take, re-send the settings from the app.
